Your restaurant must have its website published and its domain name must match your business name.

Example: You own John Doe's Restaurant - then your website domain name may be: johndoe.com , johndoerestaurant.com etc.

In case you don't have a website yet and Flipdish is to register and build one for you, we will make sure to have it published on time, before you start enrolling for the Apple Developer Program.
